The ability for users to edit, delete, reuse, and contine using content.

Discussion

There are a couple of different issues here, one operational and one philosophical.

Philosophically, ownership is the feeling of attachment a participant has with regards to their user generated content. This is often directly tied to their ability to customize the interface and presentation and limitation-free access to contribute.

Operationally, this means the ability to get to content, modify it to reflect current thinking, and— at least— the ability to move content to another system if not continue using the system after the instructional period is over (such as users continuing to blog long after the class is over).
