Definition

The comfortability with which a system accepts content which doesn’t necessarily require an answer/response or which is tangential or orthogonal to ongoing interactions.

Discussion

By their nature, discussion forums tend to be places where posts are meant to be answered and there is a (relatively) clear idea of what is on- or off-topic. Blogs and wikis, by contrast, comfortably hold one-off thoughts, ad-hoc ideas, and more comfortably handle “off-topic” material.
